A Wisconsin man has been charged with forging letters seeking to frame and deport another man who was a potential witness against him in a criminal robbery case.

The death-threat letters initially were seized on by Homeland Security Secretary Kristi Noem and the White House. But now police say the letters were being used to frame an immigrant who works as a dishwasher.
